9. Sergei Kruglov

Sergei Kruglov This man has quite the back-story, and the majority of his recent life has been dedicated to getting cold-blooded revenge on Stan, and more importantly, capitalism. After the fall of the Berlin Wall, KGB agent Sergei had his wife leave him for a West German tennis equipment salesman, and his son became an entrepreneur, selling Halloween costumes for dogs. That's enough to put a bee in anyone's bonnet. But it's the reaction of our dear Soviet friend that buys him a place on this list. He did what any half-sane, recently divorced, delirious super-spy would do €“ he applied for a job in multiple fast food outlets across Moscow. This wonderfully nonsensical plan gave him a keen understanding of the capitalist way, and eventually enabled him to move next door to the Smiths. Through the tried and tested method of turnip metaphorology (the art of describing everything in terms of a turnip) he turned Steve to communism, exacting the most unnecessarily elaborate and complicated retribution in the history of mankind. And after exactly 4 minutes and 7 seconds of airtime, Steve regressed, so Sergei decided to live out the rest of his days as a member of the Langley Falls Homeowners Association. This marvellously convoluted character used to be known as the 'Wolf of Leningrad', and now decides whether above ground sprinklers should be allowed in the neighbourhood front lawns. His relentless lack of knowledge regarding the hierarchy system knows no bounds, resulting in the remarkably funny situation he finds himself in - and earning him a rightful place on this top 10 list.
