3. Anarky

Anarky is a teenage character stuck between the forces of good and evil. He has a lot of talents and is extremely violent, which has become a bit of a trend for Arrow characters. In the comics, Anarky's intentions are good as he tries to improve social areas. However, his methods are questionable as he creates weapons to try and get his way. The mighty Batman sees him as a force for good but doesn't agree with his methods. He's had a few alterations with Green Arrow and the show is perfect for him. In the show, he could be a victim of the earthquake machine in the Glades that forces him to take up arms and force for change. He is a skilled hacker so can provide a stern test for Felicity, as well as for the Arrow himself as he creates weapons and threatens the elite of Starling City. Anarky can be used for the show in a number of ways and can become a huge side-plot in the show. While he may not have the depth to become a main character, he can become a key character for a few episodes like we've seen with The Clock King and Brother Blood.
