2. Blue Beetle

We€™ve seen Kord Industries several times on Arrow, but we have yet to see the man behind the company. In the comics, Ted Kord started out as a college student who discovered his uncle Jarvis was plotting to create an army of super-androids. Ted turned to his college professor Dan Garrett for help, and the two of them went to stop Jarvis. Dan was fatally injured during the mission, but not before revealing to Ted that he was the original Blue Beetle. Requesting Ted carry on in his place, Dan was unfortunately not able to pass on to Ted the mystical scarab that gave him his powers. Luckily, Ted possessed a genius-level intellect and created multiple gadgets to help him with crime fighting, including his own aircraft known as The Bug. Eventually joining the Justice League International and developing a close friendship with Booster Gold, Ted was murdered by Maxwell Lord shortly before Infinite Crisis. The Blue Beetle role has since been filled by teenager Jaime Reyes, who is able to use the scarab as an extraterrestrial armor. Like Mr. Terrific, Ted could be introduced as a multimillionaire CEO who uses his vast resources to fight crime. Since it€™s unlikely Batman will appear on Arrow, Blue Beetle could fill the role of the combat-experienced superhero with the weird gadgets. It€™s been established that Oliver€™s parents had connections to Kord Industries, so it wouldn€™t be hard to develop a relationship between Oliver and Ted, especially considering they each run their own companies. To really honor the character€™s legacy, establish that he has experience as a vigilante. Ted was a crime fighter as a young man before creating Kord Industries and takes up the mantle again to assist Oliver at some point. Except this time, he has his company's resources to help him. What€™s most important is that whoever ends up playing Ted better be able to pull off his classic €œBWA-HA-HA€ laugh. It€™s one of his most distinctive traits, after all.
