10. Sandman

Before Neil Gaiman€™s Sandman and Marvel€™s Sandman, there was the original comic book Sandman: Wesley Dodds. One of the founding members of the Justice Society, Dodds fought crime using a gas gun that knocked criminals out with concentrated sleeping gas. Dodds€™ main costume consisted of a green suit, fedora and World War I gas mask, making him look sophisticated and super creepy. Unlike many JSA members, Dodds€™ age wasn€™t slowed or halted, and over the years he grew older. He eventually retired from crime-fighting and before dying of old age, he passed along the Sandman identity to his former sidekick Sanderson Hawkins, although Hawkins later renamed himself Sand. Dodds has recently been rebooted in the New 52 as the head of a paramilitary force on Earth 2. In keeping with the heightened reality theme of Arrow, I wouldn€™t have Dodds use a gas gun on the show. To keep things simple, have him be an expert with sedatives. When fighting crime, he can use knockout darts or gas bombs to knock out opponents. To fall in line with his modern portrayal in Earth 2, Dodds could be an agent of ARGUS or some other government branch, and he refuses to use lethal force when taking down bad guys on missions. Yeah, it€™s not exactly practical, but if Oliver can do it, why not have another character who follows the same rules?
