19. Amanda Waller
Ruthless, determined and damn near cold-blooded at times, Arrow's iteration of Amanda Waller shared a lot of similarities with her comic book counterpart in that she was always willing to do whatever it took to get the job done - irrespective of the cost.
The corrupt head of A.R.G.U.S., she had a part to play in the show from the very beginning - despite the fact that she wasn't officially introduced until the second season - and, also like the comic version, had a hand to play in assembling the Suicide Squad.
It goes without saying that, had she been given the chance, Cynthia Addai-Robinson could have been an even greater asset to the show than she already was. Unfortunately that was not the case. Another victim of Arrow's lacklustre fourth season, Waller (like Laurel Lance) deserved so much better than what she was given.
