5. Zoe Ramirez
Beth Schwartz's takeover as Arrow's producer in Season 7 allowed to the show to actually manage to make sense of it's troubled history with the Canaries as it utilised the futuristic 2040 storyline to reveal that Dinah Drake and Laurel Lance had set up a unit of vigilantes known as the Canary Network. And one of those Canaries just so happened to be Rene Ramirez's adult daughter Zoe.
Throughout the course of her appearances in Seasons 7 and 8, Zoe was a rather formidable force in the battlefield and, given how Rene always attempted to protect her when she was young, it felt like a somewhat plausible progression for her arc. Moreover, Andrea Sixtos did a fine job in portraying her that way and also succeeded in making Zoe one of the most likable of the next generation of heroes.
That being said, the limited material didn't allow her to shine all that often and, as far as Canaries go, the character never really stood out.
