2. Ra's Al Ghul

Arrow may have started borrowing Batman villains from the get go, but did anyone really suspect that someone as big and iconic as Ra's al Ghul would be heading to the show? His name was dropped once in season one and then multiple times in season two, especially when the League of Assassins began showing up. His appearance became inevitable, but it wasn't until recently that he was announced as the "Big Bad" of season three. Ra's is easily one of DC's most interesting villains, and presents quite a few challenges for our burgeoning hero. He's extremely dangerous, and is by all accounts Batman's only true equal. The Dark Knight won't factor into the series, of course, so Oliver will have to stand in as a worthy adversary for Ra's. We've heard that Ra's will be more "comic book-y" on Arrow than he was in Christopher Nolan's Dark Knight trilogy, which means there's a possibility we'll see a more diabolical and supervillain-y interpretation. It also leaves the door wide open for Lazarus pits, which throws us into a whole new ballpark of possibilities for the future.
