12. What Are Phases 4 And 5?
We get another tease of the Genesis project being headed by Damein Darhk and his wife, Ruvé, here, as they have a meeting with their co-conspirators, and questions arise not just about Phase 4, but also Phase 5. Apparently Phase 4 is being put into place, while 5 requires complete control of Star City, which is the explanation given for Ruvé's Mayoral campaign. We've already had a tease of Phase 4, but what exactly it entails is still a bit of a mystery, while the plans for 5 are even more mysterious. The ultimate end-game is apparently some sort of population reset, but just what are they doing in Star City to achieve that end?
