4. Does This Mean Sara Will Return?

Laurel wasn't the first Lance to don the Black Canary uniform on the show (nor the first one to die), and her death doesn't necessarily mean the end of the costume. 

Sara Lance is alive and kicking (a*s) on Legends of Tomorrow, and it's already been said that Paul Blackthorne will show up there to break the news about Laurel. 

Does that mean a return for Sara to the show in some capacity? Surely she'd come back for the funeral if nothing else, but with a place now open on the team, she may feel like she owes it to stick around and continue fighting in her sister's place, much like the way Laurel became Black Canary in the first place. 

Kaity Lotz is one of the strongest actors on Legends, so I don't know if they could afford to lose her permanently, but a return to Arrow would be more than welcome given how great Sara Lance is to watch.
