When we see the Canary Cry itself used in this episode by the new Black Canary, there was a sense of inconsistency it how damaging this particular weapon was.

Upon this faux Black Canary confronting Alex and Thea, her scream attacks the senses of everyone present bar Thea Queen. Remaining relatively unaffected by the cry, Thea is up on her feet and engages in a scuffle with this newcomer.

At that point, you could think that maybe the reason that Thea was unscathed was due to some sort of Team Arrow-esque training, but then Green Arrow himself is left on his knees when he later confronts Black Canary.

If you’re digging for an explanation, you could possibly say that Black Canary was using different strengths of cry, although that itself throws up plenty of questions due to illogicalities.
