7. Didn't - Anarky
There were high hopes when it was announced that Anarky would be coming to Star City this year, played by Alexander Calvert. Traditionally a Batman villain, he fights for what he believes in (whether that's right or not) and believes strongly in social anarchy, but with more political motivations behind him. That could've worked really well on Arrow, with the notion of vigilantism and especially in this episode where you have someone running for Mayor. Instead he's really just more of a villain-of-the-week type, a by0the-numbers madman who just wants to wreak havoc. He's far from being the worst villain on the show, and he actually does a pretty good job in his fight against Green Arrow and Speedy, but it does feel like a bit of a let-down, and that he could've been much more interesting than he was here.
