3. Thea Queen

Thea is going through a lot of struggles right now, as she's starting to really suffer the side-effects of going into the Lazarus Pit. That's likely to be resolved in a few episodes, most likely when Matt Ryan's John Constantine shows up, and while that'll be for the better it isn't clear what her arc will be after that. Her and Oliver will need to rebuild their relationship again, and she's still establishing herself as a part of Team Arrow. If you're looking to hurt Oliver then she's an obvious target, will be in the line of fire, and is slightly more expendable than the likes of Felicity and Diggle. However, this would strip Oliver of his last remaining family member, and Season 4 is still pretty early to be wiping out almost all of the Queen family, although her death would certainly be one that causes Ollie to return to his killing ways.
