In truth, it's remarkable that Quentin Lance has lasted this long. That's not supposed to be an indictment of the character, nor Paul Blackthorne (who is pretty great), but just a reflection on what's happened to him and the show as a whole.

His daughter has 'died', came back, died again, came back again, his other daughter's died, he's lost his job, worked with vigilantes, came close to dying himself. Heck, he was most people's favourite to be the one in the grave for most of Season 4, and it wouldn't have been surprising had that happened.

He's come through it all, just about, but it does make you wonder how much more he can survive, and what place he has on a show without either of his daughters. If he's not in the police, not a father, and isn't a member of Team Arrow, then quite how much longer he has (although I'd happily keep him around for world-weary sense of humour) on the show isn't really clear, and Season 5 could well be his last.
