When attempting to get A.R.G.U.S. prisoner Ricardo Diaz to talk, Diggle and Lyla were caught off-guard by the unexpected arrival of the Deputy Director. Diggle ended up using this awkward situation to coerce his wife into resurrecting the "Ghost Initiative" - a program run by Amanda Waller that Lyla herself had shut down.

In case you were left a little confused by what this "Ghost Initiative" actually was, it's a fancy term for the Suicide Squad/Task Force X. The iconic DC stable recurred quite heavily throughout Arrow's early years before DC stepped in and restricted its use of the name due to the 2016 blockbuster based on the same team.

But alas, the Suicide Squad lives... just under another name.
