Before the premiere episode aired, Roy Harper was far and away the #1 choice to be the new Green Arrow, simply because all of the pieces fit.

We already knew that Colton Haynes was returning as a series regular this year. We know that Roy has all of the fighting skills necessary to be the Green Arrow, has even pretended to be him before, and has such a fierce loyalty to Oliver that it's the kind of thing he'd absolutely do for him.

All of that still holds true, but the premiere leaves it in a little more doubt. There's the question of, if it was Roy, why they wouldn't just reveal it in the first episode. That suggests a bigger reveal on the horizon, and there's also the fact Roy appears in the flash-forward. That itself is a major shocker, and might mean they don't have such big plans for him in the present day.

On the flip side of that, though, you could argue that becoming the Green Arrow now is what puts him on the path to the island in the future, and there'd be some symmetry between the storylines, which they always liked to achieve with the flashbacks.
