5. Why Didn't Robert Queen Also Return?
As we mentioned at the start of this post, Oliver's final action as The Spectre appeared to be bringing back many of the loved ones he lost during his time fighting to protect Star City. However, there was one person notable by his absence: Oliver's father, Robert Queen.
"We did start off with a list of every potential person who could come back, and lord knows we’ve killed a lot of people on this show," Guggenheim responded after being asked how they went about deciding which characters should return from the grave. However, when it was put to him that Robert's resurrection would mean that Ollie never became the Green Arrow, he acknowledged that "we committed to that notion...very early on."
It was never seriously considered then but based on the way Kate Kane's sister has come back in Batwoman (as a remnant from another Earth), there may have been a way to make this happen. Unfortunately, it might have sent the wrong message about the importance of Green Arrow's mission if his father never made that fateful decision aboard the lifeboat.
