Arrow Series Finale: What Does The Ending Really Mean?
1. Oliver And Felicity Are At Peace
There's much debate as to whether or not Oliver Queen is actually dead because, at the end of the day, he became a supernatural being that sacrificed himself to rebirth an entire universe (that he is no longer part of) and now appears to exist in some kind of alternate dimension. While that could mean he's still The Spectre, waiting to be called upon for his next mission, the more likely option is that it's his version of Heaven.
The same can now be said for Felicity Smoak, who joins Oliver in this afterlife after two decades of waiting to see him again. While we don't quite know how she bids farewell to her children in this particular timeline (in the last one she did so knowing they'd become the heroes 2040 Star City needs), we did have the honour of watching her reunite with her husband.
Oliver Queen can now rest because his mission to save Star City is finally over, and he can share that happiness with Felicity as the two spend all of eternity together at peace, knowing that they did not fail their city... or their universe.
