8. Savitar
Savitar hasn't done a whole lot wrong where season 3 of The Flash is concerned. He's a big enough threat, the self-proclaimed God of Speed, and there is mystery surrounding him in the sense that only those connected to the Speed Force can actually see him.
The problem, besides the fact that we haven't really seen enough of him yet, is that he's just another speedster who's that much faster than Barry. The formula follows the exact same pattern set by seasons 1 and 2, and while Savitar does carry with him different threats, his power base is something we've seen before.
Also, The Flash writers have dug themselves a hole with Savitar. He's so much faster than Barry that to have Barry catch him over the course of one season would be ridiculous, which more or less disproves the whole point of the show; that the Flash is not the fastest man alive.
