7. Damien Darhk
Damien Darhk has appeared as the big bad on two of the Arrowverse shows, making his CW debut in season 4 of Arrow, and popping up through season 2 of Legends, where he has formed his own sort of Legion of Doom in the past.
Sometimes a villain who is just plain evil is the best way to go - Darhk delights in the idea that he's the bad guy, and Neal McDonough has at times stolen the show by shunning any sort of complexity and showing off how evil he is - but that's just about all there is to Damien Darhk, and it shows in Arrow's fourth season.
He is basically a slightly more charismatic Vandal Savage as villains go, and he ranks above Savitar just on the fact that he has, as of the mid-season break, caused more damage than the God of Motion, actually going so far as to kill a bunch of people, most notably Laurel Lance.
