I feel dirty ranking Hunter Zolomon as low as number five, but that speaks to the quality of the rest of our contenders. Hunter Zolomon was a deeply unsettling replacement for Eobard Thawne in season 2 of The Flash, and although that's exactly what they were going for, a charismatic villain will always win out over one who's just plain scary.

Zolomon's backstory was your generic 'serial killer gets superpowers', and his plan to make Barry a better hero by killing those closest to him didn't quite go hand-in-hand with his other plan, which was to steal Barry's speed for himself. He also spent the first part of the season sending other metahumans to do the job for him, when it would have been a lot less effort to find Barry himself, considering how much faster he was than Barry at that point.

Nevertheless, Zolomon was captured by the time wraiths and transformed into Black Flash, and I'm hoping to see him and his voice make a return to the show.
