6. Ra's Al Ghul
When The Flash burst onto the Arrowverse scene and opened up the world to the impossible, Arrow fell into its trap, trying to adapt its real-life world into one that included Ra's al Ghul and the League of Assassins, and that's when things started to go downhill.
It's not that Ra's was a bad villain, or that Matt Nable was in any way a poor casting choice. The guy drew a sword through Oliver Queen. He was honourable, and he genuinely believed in what he was doing. On another show, one where he wasn't out of place, he would have been an exceptional villain, but unfortunately, out of place he was.
The worst thing about Arrow's portrayal of Ra's in that he is eventually killed by Ollie. A man almost two-centuries old and still in peak physical condition should be far beyond any mortal, although it is strongly hinted that Ra's wanted Ollie to kill him so that he could take his place as the Demon's Head. If that was the case, why even have the fight at all?
