Because it's just mental. We've seen Norman become more like the Norman Bates of Psycho and whenever he cross dresses, he isn't just pretending to be Norma, he believes that he is her - but his version of her is how he sees her in his mind, so it's really like a new character. Plus, Freddie can pull off a dress pretty darn well.
