2. Transition Quickly From Villain Of The Week To Long Term Storylines

Arrow9 Like many other genre shows, Arrow started off with a villain of the week format, as the Hood tracked down people on the list given to him by his father. Before this started to get old the show transitioned to the season's big story of Malcolm Meryln's Undertaking. Gotham will have an easier way to adapt this case of the week format as a cop show, but it should set up longer-term stories pretty quickly. This could be a plot similar to Nolan's Dark Knight Trilogy where a new kind of criminal supplants the city's traditional crime structure. But unlike the movies, Gotham could take its time to show the steady rise of someone like Penguin to the top of Gotham's underworld.
