White Bear sees a woman waking up with no memory of who she is or how she got to where she is. She finds that a strange signal has turned most people in her world into passive viewers who will not even acknowledge the woman, while some are sadistic killers hunting her and others like her.

At the end of the episode we find out that the woman is a child murderer and that she was sentenced to have her mind wiped and go through psychological torture at this theme park, where paying customer play the uninterested voyeurs. Over and over the cycle continues, and it seems almost the perfect punishment for the worst members of society.

However, this often-quoted post-war confession from 1946 illustrates the problems with such an inhumane system.

First they came for the socialists, and I did not speak out because I was not a socialist. Then they came for the trade unionists, and I did not speak out because I was not a trade unionist. Then they came for the Jews, and I did not speak out because I was not a Jew. Then they came for me, and there was no one left to speak for me.
