April Ludgate started in the Parks Department of Pawnee, Indiana as an intern. She was eventually hired by Ron Swanson, the Director of the Department, to work as his assistant. He approved of her general apathy and unwillingness to to any substantial work. April was the glue that helped slow down the gears of government.

In the finale of Parks and Recreation, the futures of all the key characters was shown. April and Andy essentially followed Leslie and Ben to Washington as April's career took them there. But several years were glossed over in the series of flash forwards that made up the last episode.

As such, there is a chance that April and Andy may have had a detour in their lives that took them through New York. She could have spent some time as Holt's assistant, bullying Hitchcock and Scully on an hourly basis. Two Garry/Larry/Terry/Jerry types to torment would have kept April busy for months.
