Season one's low placing comes down to the fact it was the first installment of the series, so the writers and the actors (particularly Stephanie Beatriz, who had yet to really dig into the cynical darkness of Rosa's later years) were still testing the waters and setting the stage for what was to come.

As is the case with all shows, especially sitcoms, Brooklyn Nine-Nine's debut features a lot of character building, with the writers attempting to figure out just what kind of people their core gang are.

Aside from some character inconsistencies - from Rosa's lighter approach to life and Jake's open defiance of authority - season one nonetheless features some of the show's most memorable and important episodes.

There's the first Halloween Heist, which heralded the start of the series' most exciting tradition, as well as the early development of Jake and Amy's relationship in episodes like The Bet and Tactical Village.

All told, season one is a full-throttle slice of comedy, with enough charm, wit and progressive ideals to justify its vast popularity and impressive longevity. It's just not quite as confident as later seasons, and that lets it down in the rankings.
