4. Sara Lance
First she was dead, then revealed to be alive, then she died again, then it turned out she was still alive, and then she actually died... Only to be brought back to life thanks to her sister, Laurel. To put it lightly, Sara Lance had quite the journey over the years on Arrow before jumping over to Legends, where she was finally given the opportunity to shine outside the orbit of Oliver Queen.
For the most part, the White Canary made for a solid member of the team, with Sara often stepping up to take charge between dealing with the lingering effects of her bloodlust or finding her way back to the League of Assassins.
Free from the drama in Star City, Sara was able to lighten up a bit, which went a long way in opening the character up to let her finally enjoy herself, make new friends, and give her White Canary a whole different flavor from her time as the Black Canary, though with the loss of her sister now at the forefront of her mind, it'll be interesting to see where next year takes her and how her personality and goals will be reshaped as a result.
