It's hard to deny that when Legends kicked off, the Rogue known as Heat Wave was the least-developed pre-existing Arrowverse character despite a few previous appearances on The Flash. For the most part, Rory spent the early part of the season grunting, spouting the occasional gruff one-liner, and serving as muscle for the team, effectively the odd man out of the group.

Then his betrayal happened, his best friend left him stuck in the past, the Time Masters found him and trained him to become Chronos, and the rest was history. The back half of the season saw Rory break free from the Time Masters' control and away from his narrow goal of vengeance into a much better character, one who was even willing to sacrifice his life for the very team he had once cared nothing for, his arc from selfish Rogue to Legend revealing more growth across the season than any other member of the team.
