4. Paddy Considine

Considine Considine has built a massive reputation for himself as a writer and film-maker most recently, but his continued acting work grabs the attention, and the idea of someone as talented as he appearing as a key villain in Doctor Who is hugely appealing. He has hopped genres as if they don't exist, easing into comic roles as comfortably as his iconic, slow-burning menace in Dead Man's Shoes, and showing a more traditional, almost classical approach to certain roles, such as his recent excellent performance in The Suspicions Of Mr Whicher. In the past, Considine has flourished in slightly wounded, even vulnerable roles, as well as those with slightly menacing overtones, as with A Room For Romeo Brass and Dead Man's Shoes, and he is undoubtedly one of the finest British actors of his generation. He would likely bring a different tone to the character than the majority of alternatives - aside perhaps from Sean Harris - but that shouldn't necessarily discount him. He certainly has the right blend of charisma and presence to command attention, and his acting chops are substantial enough to justify such a lofty role.
