7. The Editor
Episode: The Long Game The Long Game features both ends of the spectrum when it comes to villain quality. On one hand you've got the Mighty Jagrafess of the Holy Hadrojassic Maxarodenfoe, (you can call him Max), a gelatinous blob with nice shiny teeth, who served no real purpose other than to provide The Doctor with a convenient means of blowing up floor 500. On the other, we have Simon Pegg's delightfully slimy editor. In an episode all about media control, The Editor is the head honcho of Satellite 5, a futuristic news station which he uses to control the people of Earth. Think of him as the future Rupert Murdoch, because face it, the satire isn't exactly subtle. Again, the problem with human villains is that often they're not memorable. They tend to come and go without kicking up much of a fuss, and often they are stuck playing second fiddle to a more interesting baddie with their only defining personal trait being that they're a pretentious brat. But every once in a while we get one that sticks in our minds, such was the case for Mercy Hartigan and so it was for The Editor. All the best villains are there to reflect something in ourselves or in The Doctor. The Daleks are anger and hatred. The Family of Blood are desire. That makes The Editor greed, greed to the point that you keep your own race as slaves just to have a little more power. In the end the scariest thing about The Editor is that he enjoys what he does, he enjoys keeping people ignorant and obedient.
