Now then, here's a poser. It's theoretically possible that in a bid to explain how and why the post-regeneration Doctor looks so familiar, the Intelligence could somehow intervene in the regenerative process itself and shape a personality for the still-forming Time Lord drawn from a combination of his own darker side and its personal whims. Is there a more harrowing form of revenge if you're an entity without a body in any conventional sense? If that extended even to the choice of physical appearance there's nothing stopping the Doctor's new face being drawn from his own past. Just remember Lucius Caecilius Iucundus from 'The Fires Of Pompeii'. Now imagine what a trauma all that could represent for the Doctor. If his two hearts haven't lost any of their sensitivity he could be a wreck once he claps eyes on what the Intelligence has done to him. Looking at his new face what does he see? A reminder of one of the most heartbreaking choices his Tenth incarnation had to make. Saving the lives of the marble magnate and his family while allowing everyone else to die in the name of a fixed point in time must still weigh heavily on him even now. What better way to prepare the Intelligence Doctor, as we'll name the resulting hybrid, for duty than by tormenting him with that visage?An everpresent taunt in revenge for the actions of his Second and previous selves. And in his brooding he may not be so vigilant against mental invasion. Victory into defeat indeed.
