The Doctor has faced many villains during his ongoing venture through space and time but there has been a lack of very sinister ones. For instance, the Master/Missy - the Doctor needs an equal and the Master was exactly that. But that particular villain needs time away before striking again so maybe someone else should take over the reigns of tormenting the Doctor in the meantime? Fans love to hate a villain who is ruthless and evil, disgraceful and utterly monstrous - think of it like Batman and the Joker, two equal minds but on different paths. The Joker torments Batman by any means necessary, trying to reducing him to nothing, and sometimes this works. This is exactly what the Doctor needs. A villain to defeat him, reduce him.
