2. Dracula
Before people write in - yes, a sort of Dracula has appeared in Doctor Who. He was a funfair robot in The Chase, although the Fifth Doctor met the real Vlad in the audio adventure The Son of the Dragon. The Doctor has never encountered Bram Stokers version, though, and this would provide some good dramatic potential for the show. The vampires are an age old foe of the Time Lords, after all. With Gallifrey returning, perhaps the vamps fancy round two? A giant battle between vampires and Time Lords? With some quality CGI it could be achieved nowadays in a way that was never possible (all you needed was a funny glove in State of Decay) back then. As in the best vampire tales, Dracula could turn the Doctors companion and make her his bride. This would certainly raise the stakes (...sorry).
