4. Timothy Dalton (The End Of Time)

For David Tennant's final story, showrunner Russell T Davies dialled everything up to eleven. More action, a huge cast, the Master, the Time Lords, and Rassilon! All of these elements give the resulting episodes - The End Of Time parts one and two - a huge, blockbuster feel, but this doesn't mean that everything is executed perfectly.

In fact, the use of Rassilon - and by extension, the use of actor Timothy Dalton - leaves a lot to be desired. Dalton's deep, strong voice and that majestic Time Lord garb make a great first impression, no doubt, but if you step back and look at The End Of Time as a whole, Rassilon's presence feels annoyingly decorative.

In the first half of the second episode, he sits at a table and yells, and later, he stands in the corner of a room and watches David Tennant point a gun at him. It's not only a waste of a great actor, but of a great character; Rassilon (and Dalton) really should've been given more to do.

Hell, just let him walk around the room at least once, let him dominate that space, let him get up close and personal with the Doctor, instead of talking to him from afar. It's hard for Rassilon to come off as imposing and all-powerful when he barely moves an inch, and it makes the addition of a legend like Dalton feel rather pointless.
