9. This Lady

Why? She's a bonafide enigma, and could be anybody!Why Not?Maybe she's better as an enigma.... Now before I proceed - Yes, I KNOW the "answer" Russell T. Davies intended with this woman. BUT, he purposely left it open so as to let the viewer have their own sense of mystery/theories about it. Clever man. (Take notes, S. Moffat....) To those who don't know, Donna's grandfather, Wilfred, starts hallucinating in church that a lady starts prattling on to him about the Doctor. Clearly, his meds are off, because then he sees her in his TV too - all the while she warns him to take arms and prepare to help the Doctor in the dark days ahead.... Now, she seems to just be Wilfred's dementia....until - Duh Duh DAAAH! The Doctor faces Rassilon and the revived Time Lords, and one of the only two High Council members who opposed the Time Lords' resurrection....was this woman. The Doctor and her make eye contact, and it seems to steel his resolve into doing the right thing (ie, sending all that Time Lord continuity involving "Arc of Infinity" back where we won't be dealing with it). So...... who was she? Well, it depends. Davies alluded to his intention that it was the Doctor's mother. BUT, he bluntly stated when questioned, "It's whoever you want it to be." New Series fans, it can be any old pal of the Doctor's, his mother, daughter - you name it. Classic fans, it could be Susan (No idea how she got home, though), fan-favourite Time Lady Romana, or even some fanwanky footnote like Rodan or Chancellor Flavia.
No? What if it's Clara? (Duh- Duh- DAAAAH!) Seriously though, she's there for anyone to pick up a thread, or provide some rather curious continuity back to the end of the 10th Doctor's time. Some wibbley-wobbley storytelling could fill in the blanks on her earlier time with the Doctor in an eloquent way.... Or not. Because that whole River Song thing turned out great, huh? Likelihood we'll see her again: 1/10
