The Doctor says this in Hide before he casually goes to the TARDIS to get one, even though his third incarnation literally died trying to return the crystal to its natural place so that he could undo the civil war he created by taking it in the first place. Which means at some point he thought, "Screw it!" and went to get the cool, shiny thing back. When the crystal was placed into its larger structure, it caused a positive feedback loop to infinity which gave the person standing below it infinite mental powers (which ended up killing a giant spider who tried). However, there was one person who would do anything for that power, the Valeyard. This was a stage just before the final incarnation of the Doctor who was trying to save himself from death no matter what the cost. He could try to rebuild the structure to give himself a purely mental existence beyond his physical form. The episode could end with the Doctor destroying the structure, in a sense killing himself. But he would take a bit of the crystal structure knowing that he would use it one day as the Valeyard. It would be a story exploring the Doctors will to do whats right and conquer evil versus his will to survive. Its sort of needed to redeem the Valeyard after he was screwed over in the Trial of a Time Lord when the good writers quit or died, so the dregs at the bottom were called in to finish the story, with suitably dreadful results.
