7. Making Bill Shoot Him In Lie Of The Land
Across multiple incarnations the Doctor has had a habit of playing mind games with both friend and foe alike, but what the Twelfth Doctor puts Bill through in the episode The Lie Of The The Land shows how far the Doctor can go when messing with people.
In the episode a hostile alien species known as the Monks have conquered the planet and the Doctor makes regular broadcasts to humanity in support of them. However, Bill believes he's playing the Monks and with the help of Nardole she tries to rescue him.
Surprisingly though, the Doctor claims he has really joined the Monks, claiming they will save humanity from self destruction. When Bill realises that with the Doctor's help the Monks will be unstoppable, she takes a gun and shoots the Doctor, only for it to be revealed that this was an elaborate trick to test Bill.
Surely for someone as smart as the Doctor, he could have come up with a better way to see if Bill was secretly working for the Monks than putting her through an emotional rollercoaster.
Instead the Doctor's plan was to verbally berate Bill until she's in enough distress to want to shoot the Doctor - showing little regard for her wellbeing.
