The most divisive episode of modern Who ever, 'Rosa' proved to be yet another missed opportunity by Chibnall, but not for the reason many thought. The trip back to 1950's USA proved to be a clever and fascinating portrayal of the racism prevalent at the time. The stark contrast in how Graham and the Doctor are treated compared to Yaz and Ryan is truly frightening, done in a much more explicit way compared to how the show has approached racial segregation before.

The intriguing premise is largely undone with the introduction of the worst villain in the show's history. There isn't much to say about Krasko, whose entire character motivation is that he is white and racist. Almost as embarrassing as the villain is the manner in which he is defeated, so lame and lazy it left us scratching our heads in disbelief.

The episode suffers when it moves away from addressing the institutionalised racism of the time and turns into a dull history lesson of Rosa Parks' actions. The integration of real life footage makes it feel like we're stuck on a school excursion watching a poorly made docu-drama.
