9. Dark Water/Death in Heaven
Throughout the Twelfth Doctor’s first series, a mysterious woman would often appear alongside a recently dead guest character to seemingly welcome them to the afterlife. Viewers who had been watching Doctor Who for more than five minutes realised that this was probably a new incarnation of the Master and, sure enough, that was the reveal we got at the end of the penultimate episode.
And while Dark Water is a pretty intriguing story, raising morbid and horrifying questions about life after death, its follow-up goes off the rails somewhat.
The Doctor being named president of Earth while on an Air Force One style jet is a bizarre development that only ends up being a waste of time. Plus, the Cybermen are sadly reduced once again to bland robots that do little more than stand behind Missy as she upstages them for the remainder of the runtime.
Missy’s plan here is also quite ludicrous, even for her. It seems to rely pretty heavily on the Doctor accepting control of a Cyberman army constructed out of undead human beings and using that to wage righteous war across the universe.
And if you know anything at all about the Doctor’s core values, the episode’s dramatic tension evaporates pretty quickly.
