The ruthless middle manager of the Cult of Skaro's plans to create a new army of Daleks. Diagoras' job was to essentially round up people who would be converted into Human-Daleks or turned into more pig slaves. He demanded men work in brutally freezing temperatures to affix Dalekanium to the base of the Empire State Building's mast in time for the gamma strike to awaken the Dalek hybrids.
If karma's a thing, then the despicable Diagoras got what was coming to him for exhibiting those Dalek-esque attributes: by being forced to monstrously merge with Dalek Sec's true tentacle and slimy self for the Final Experiment. Blimey, if that's what a Dalek reward looks like then bring on extermination any day.
