A cross between a Time Lord prison ship that we saw in Army of Ghosts/Doomsday, and the Destroyer from Thor, Passenger forms were used by Swarm and Azure to keep hundreds of thousands of hostages for their evil endeavours.
However, they also come in handy a few times for the Doctor: once for infiltration against the Ravagers by storing the Mouri in one Passenger and thus controlling the destructive force of Time, and then for gobbling up the Flux due to its endless capacity.
Incidentally, for a prison ship, they do have some lovely landscapes inside.
