67. Judoon

Steven Moffat described the Judoon as "the quite funny monsters of Doctor Who". True, with their comical Bo! Ko! Klo! Fo! To! Mo! language and frilly skirts, they are lovable roguish rhinos.

But they also live up to to the Doctor's "interplanetary thugs" description - in Smith and Jones, a Judoon gets smashed on the head with a vase from a patient, who is then swiftly dealt with for his crime by being disintegrated by the Judoon captain. In that same episode, they also leave everyone in the entire hospital on the brink of death. That's certainly no laughing matter.

With the ability to move a hospital from Earth onto the moon with a classic H₂O scoop, and somehow managing to breach the TARDIS's impregnable defences (you see, Genghis Khan, it can be done), the Judoon don't half possess some nifty technology. As the Doctor said, "they might look dumb but they're deadly", and they certainly live up to the latter.
