58. Zellin & Rakaya

If we were ranking the most powerful villains alone then these two immortals would be jostling with Time and the Beast for the top spot.
Zellin and Rakaya are an interesting pair to rank because they sort of suffer from the same Vision problem with their infinite abilities: they're less interesting as characters if they're overpowered. So these gods have to be underpowered, however, it's hard to reconcile how Zellin & Rakaya are so easily ensnared by the same trap which befell the latter.
At face value, Ian Gelder (Zellin) and Clare-Hope Ashitey (Rakya) are convincing as the pernicious pair who act like Earth and the universe, in general, is their plaything. You'd rather confront the Chagaska than Zellin with his detachable fingers that he used to induce people's worst nightmares, which were then fed to his more dangerous partner to keep her "sane". Rakaya is ethereally evil gliding along a street and arrogantly musing "What do you think it feels like, for them? To be such tiny, ephemeral flashes of existence". She also found it amusing and bemusing when the Doctor and Co. confronted them both.
Given their high-class villainy, Zellin & Rakaya were at least worthy of a two-parter.
