Apart from displaying flashes of humour - "This is not war - this is pest control!" - the Cult of Skaro head honcho was your typical hatred-filled Dalek with dastardly designs to conquer the universe. That's until the Doctor did his typical thing, resulting in Sec and his fellow imagineers fleeing by means of emergency temporal shift... landing them slap bang in 1930s New York City.

It's here that Sec decided to get really radical when planning the survival of his species. Firstly, he completely consumes Diagoras to become a sharp-suited Human-Dalek, then enlists the Doctor's help to turn the "empty" human beings into a brand new hybrid species that reflected his own, more humanised characteristics.

But that's not really a Dalek's MO, so Sec was naturally exterminated. To be honest, he probably lost them at "I am a Human-Dalek". Frankly, it's amazing that Sec even found an ounce of humanity in Diagoras, considering how much of a douchebag he was.
