12. Rassilon

Some of the most memorable TV and movie villains make an instantaneous impact despite their relatively limited screen time. One of the co-founders of Time Lord society, Rassilon, falls into that esteemed category, and has certainly done his very best (or worst) to piss the Doctor off in the most epic ways.
Rassilon returned to the Whoniverse during David Tennant's finale by planning on destroying... the universe. With the Time War against the Daleks going pear-shaped and really disliking the thought of actually dying, Rassilon decided, like any old malevolent messiah, to "initiate the Final Sanction", resulting in the Time Lords becoming "creatures of consciousness", and the little matter of the end of time itself. Of course, none of that comes to pass as we next see Rassilon - with a new face - in Series 9's Hell Bent, having imprisoned the Doctor in his confession dial for 4.5 billion years. Oh and he's also responsible for implanting the tormenting noise in the Master's head, which drove John Simm so mad he broke the world record for devouring an entire turkey.
What a guy.
It's a shame that Timothy Dalton wasn't able to reprise his role opposite Peter Capaldi's Doctor in Hell Bent due to other filming commitments. His take on Rassilon oozed absolute authority by possessing an imposing and fearsome demeanour, as demonstrated when he uses his gauntlet to obliterate the Partisan after she dared to suggest that it best the Time Lords finally perish on the last day of the Time War. Best keep any opinions to yourself in those High Council meetings, just in case.
Another bad Time Lord and founding father of Gallifrey, Omega, appears briefly alongside Rassilon and Tecteun, according to The Timeless Children script.
