The Cult of Skaro may well have been above and beyond the Emperor himself but for sheer spectacle alone, the self-proclaimed God of all Daleks reigns supreme over his other big bad counterparts - what with the all-seeing eye encased in gargantuan Dalekanium, along with the quintessential deeper, more measured tones compared with the screechy foot soldiers.

There's just something fitting about Christoper Eccleston's battle-hardened/scarred Doctor in a showdown with the Emperor of messianic madness:

"We waited here, in the dark space, damaged but rebuilding. Centuries passed, and we quietly infiltrated the systems of Earth. Harvesting the waste of humanity. The prisoners, the refugees, the dispossessed, they all came to us. The bodies were filleted. Pulped. Sifted. The seed of the human race is perverted, only one cell in a billion was fit to be nurtured."

Talk about delusions of godlike grandeur. Rose, you're up with that Time Vortex energy of yours.
