Tzim-Sha's delegating approach really landed on its feet when he accidentally discovered the Ux on the planet of Ranskoor Av Kolos, a duo-species with awesome telekinetic abilities to build absolutely anything.
The Ux - Andinio and Delph - instantly came to believe that Tzim-Sha was their Creator, and subsequently did his evil bidding. To be fair to Delph, he wasn't as gullible as Andinio and looked genuinely distraught at being forced to carry out all this devastation.
Still, taking some responsibility and showing some remorse over the senseless murder of billions of life forms from those five stolen planets, along with the fleets from the Congress of the Nine Planets wouldn't have gone amiss.
