Being a racist scumbag automatically makes Krasko the worst of the worst. But putting that obvious issue aside, he's not higher on this list because his character, overall, is instantly forgettable.

While Rosa is easily one of the stronger episodes in Series 11, Krasko makes for an underwhelming antagonist and is merely utilised as a plot device. But beneath the one-dimensional tough guy image, there are many dangerous layers that were only mentioned in passing, like the fact that Stormcage placed a neural restrictor on him to physically prevent him from killing more people, having already murdered thousands.

By delving a bit more into Krasko's backstory, we would've had a more convincing and powerful villain.
