136. Sinister Surgeon & Nefarious Nurse

It's one of the most gut-wrenching scenes when Bill is betrayed by Mr Razor. The anguished look on her face as a pair of hooded patients (primitively-converted Cybermen) grab hold of her followed by the surgeon, who explains to Bill in a suitably emotionlessly manner that she needs the full Cyberman upgrade.
In a way, he did save her life: her cybernetic heart would've conked out eventually and he did add an emotional inhibitor. But this is the guy ultimately responsible for condemning many poor souls to constantly screaming out in pain, which the Mondasian Nurse Ratched took great glee in silencing.
