15. The Sontaran Experiment

This is a two episode story and yet it deserves neither of them. It somehow manages to feel rushed and bloated at the same time as it feels like something interesting or exciting is about to happen, followed by a very boring scene talking about it. The Doctor is interrogated, for example, and then the interrogators talk about the interrogation in which they recite everything they already said during the interrogation. The end result is that they decide to interrogate him again. They basically do this so the Doctor can recite what happened in the previous episode. At least you end up reminded of it. It's a sign of having no idea what to do in your story when you fill 3 minutes out of 50 with a scene in which the characters tell the audience what they already know€ from seven days ago. This was originally released on VHS as a double feature with Genesis of the Daleks. As such, it was thankfully avoidable by fast forwarding through the first half of the first tape to get to the story you actually wanted.
